What Limits Exist?

What are the fundamental constraints or boundaries for planning bus and train routes in a city? One major limit is the space available. Cities have roads, buildings, and other structures that make it challenging to add new routes easily. Another constraint is funding; building and maintaining transportation systems require money, which isn’t unlimited. Lastly, cities aim to serve as many neighborhoods as possible, but not everyone can have a bus or train stop right outside their door.
